NACP III emphasizes on decentralization and evidence-based planning at the district level through establishment of DAPCUs that support decentralized program planning, design, implementation, review and monitoring. Each district in AP has set up a unit as the focal point for implementation of the NACP III programs at the district level. APSACS based on a training needs assessment undertaken by PHMI has developed a long term capacity building strategy for DAPCUS to which PHMI is providing Technical assistance. PHMI is the lead technical agency to build capacity of the DAPCUs in collaboration with APSACS, TSU and other stakeholders in Andhra Pradesh. This will be taken up through regular periodic need-based training programs and continuous capacity support through the Field Experts Group established by APSACS for hands on support, mentoring and on-the-job training. This activity is planned to focus on Andhra Pradesh and target the Additional District & Medical Health Officers, District Program Managers, M&E Officers and District ICTC Supervisors under DAPCU.
