PHMI partners with state government counterparts to provide technical support in the form of skilled manpower who are placed as Technical Consultants at Andhra Pradesh State AIDS Control Society (APSACS). Based on program priorities and state government (APSACS) needs, consultants are placed in the areas of:

-         Surveillance, monitoring and evaluation

-         Program decentralization and NRHM convergence with general health care services

-         Integrated Counseling & Testing Services

Consultants are placed to improve and strengthen the systems for program planning, designing, implementation, monitoring and review of the relevant component in line with the national guidelines under NACP III.

Specific Strategic Information (SI) activities for these consultants include:

• Building interest in evidence-based program planning among APSACS staff and district leaders;
• Reviewing counseling and testing data with APSACS staff, relevant NGOs, and district government staff;
•  Integrating TB/HIV, ART, and sexually transmitted infection (STI) program data into the ICTC-web-based management information system (WMIS) and linking NACO and APSACS web-based data;
• Helping APSACS expand the web-based reporting system beyond the current pilot districts to all the 23 districts;
•  Developing evaluation tools for select APSACS-funded training programs;
•  Strengthening ongoing sentinel surveillance in antenatal clinics, STI clinics, TB centers, and among high risk populations;
•  Disseminating and explaining sentinel surveillance and the National Health and Family Survey (NHFS) findings to Andhra Pradesh to opinion leaders and program managers. 

In short, competent consultants placed at APSACS in crisp are placed to support & provide technical assistance as well as build local internal organization staff capacities in planning, execution, reviewing and monitoring the program.
